This program is intended to provide a COFR-only for vessels that are enrolled in an acceptable Protection & Indemnity facility. Any owner/vessel that is a member of the International Group of P&I Clubs is automatically eligible. We accept many types of vessels including dry and liquid cargo vessels. A COFR (Certificate of Financial Responsibility) is essentially a performance bond that Great American is posting with the government on behalf of the Protection & Indemnity Clubs guaranteeing that they will meet their clean-up obligations under OPA 90. If they fail to meet their obligation the government can make a claim against Great American Insurance directly.
